Both sides pay some costs, and all of them are negotiable. In Palm Beach County, the seller customarily pays the deed stamp tax and the owner's title policy. A buyer with a mortgage pays the lender's costs and the taxes on the mortgage. Your title company gives exact figures before closing.
If the home is your permanent residence on January 1, you can apply by March 1 through the Palm Beach County Property Appraiser. The exemption lowers your taxable value and limits how much the assessed value can rise each year.
